Your WINEPREFIX is clearly broken.

Sorry, but is definitely not bug analysis anymore but end-user support which
Bugzilla isn't clearly made for.

Reinstall the app in clean (new!) 32-bit WINEPREFIX with only 'winetricks -q
dotnet40 corefonts windowscodecs' applied.

If that problem persists please seek help in WineHQ user forums
(http://forum.winehq.org/).
