I had the same problem with huge totals in MS Money 2000 and may have found a
workaround.  I changed Microsoft Base Cryptographic Provider v1.0 to
"C:\windows\system32\rsabase.dll" in the registry key below.  The huge totals
no longer appear.

HKEY_LOCAL_MACHINE\Software\Microsoft\Cryptography\Defaults\Provider\Microsoft
Base Cryptographic Provider v1.0
