you reused an existing, broken WINEPREFIX.
That alone makes the bug report invalid besides using an outdated Wine version.

Also the restart issue is not an issue.
Just because the restart of the installer user-interface doesn't happen doesn't
mean Wine is at fault here.
There is no "automatic" restart/bootstrapping of the prefix by design.
