this is likely another duplicate of bug 21147.

UT99 is safedisc 1.x protected and needs to be installed in a 32-bit prefix
with Winver set to "Windows 2000" for it to run.

or better yet, install UT patch 4.36, which gets rid of the protection :) then,
you won't need to worry about versions and prefixes.
