I ran into this problem today with with wine-1.7.31 -- using Age of Wonders:
Shadow Magic v1.3 from GOG.

I had to renice the wineserver to make it run properly. As soon as the renice
is done the game seems to start working well immediately and responds to mouse
clicks. Without it I couldn't even get past the start menu.
