Thanks for the bug report and patch.  Patches are not picked up from bug
reports, so please submit it as per <http://wiki.winehq.org/SubmittingPatches>.

Is there a reason why CREATE_UNICODE_ENVIRONMENT can't just be passed
unconditionally?
