Hello folks,

'browse' works fine here with 'd2d1' or 'dwrite' component disabled.

With defaults (32-bit WINEPREFIX, Wine 1.7.31) no user interface is shown at
all.
That's likely Direct2D related and would be a dupe of existing bugs.

Since OP didn't bother to tell the Wine version one must assume it's early
DWrite or Direct2D stage, Wine 1.6 to 1.7.1x

$ sha1sum SpotifySetup.exe

136K    SpotifySetup.exe

$ wine --version
