thanks for verifying it was msxml :)
(I was right in my assumptions of it being a library)

unfortunately though I'm running a x64 (default) wine prefix and the
recommended setup (

) ends pre-maturely.
(I'm not sure if the cause is x64 or if it's another issue entirely)

I've managed to get it working simply by downloading msxml3.dll and placing it
in the HexEdit installation directory.
