Seems fixed in 1.7.29. There is an error "An error has occurred at changing
workgroup database." at the end of the installation, though, which is followed
by "Setup couldn't create a SYSTEM.MDW file. After Setup is completed, reboot
your computer, then run the Workgroup Administrator before you run this
application. (-1011)"

Setup then completes successfully.
