I'm afraid that's also what makes this bug automatically INVALID.

We keep the ARB program shader backend around because the code already exists
and some people find it useful, and we try not to break it on purpose, but it's
essentially up to the people using it to keep it working. That said, perhaps
Stefan (CC'd) is interested in this one.
