Not according to the vendor website.

Clicking on their download link results in a popup message that says: 

Login and Service Contract Required    
To Download this software, you must Log In and have a valid service contract
associated to your Cisco.com profile.

I am not trying to derail your bug report. You do not have the legal right to
redistribute this software. Everything posted on this site is public.
