Hello folks,

that's an ACL issue - folder/file permissions get messed up.

Any WiX based installer will run into this after bug 17273 was closed, such as
MS VC++ runtime 2012, 2013 redist etc.

Definitely a duplicate but I can't find the originator right now.

You are not alone though, there already exist a number of duplicate bugs,
suffering from same problem which are not flagged yet.
