with disablenetworkprotocols=0 on both wine 1.7.40 and wine-staging 1.7.41 the
installer fails, same logging output in both cases.

An instance of the db is actually started but quickly killed:
2015-04-20 12:51:08.16 spid3     SQL Server is terminating due to 'stop'
request from Service Control Manager.

Last couple of err lines from the installer:

err:msi:ITERATE_Actions Execution halted, action
L"ConfigServer.2D02443E_7002_4C0B_ABC9_EAB2C064397B" returned 1603
err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1603
err:rpc:I_RpcGetBuffer no binding
err:rpc:I_RpcGetBuffer no binding
err:rpc:I_RpcGetBuffer no binding
err:rpc:I_RpcGetBuffer no binding

Folder hierarchy is created but no files (sans two dlls in Common
Files/System/OLE DB)

Seems to be a different failure to the one originally reported though
