This regression affects the original Guild Wars too (that was bug #39154).

After exiting the game this line appears in the terminal and the game
executable remains in the process list until I kill it:
err:ntdll:RtlpWaitForCriticalSection section 0x7dc1ce00 "window.c:
win_data_section" wait timed out in thread 0032, blocked by 0036, retrying (60
sec)

The regression was introduced by

commit 18d9ca872a2c63ab1ba992d6d527758f29d141bd

    ntdll: Fix modules order in InInitializationOrderModuleList.

Reverting the commit fixes the problem.
