Found the cause of the bug; it's related to game's keybinding, not WINE.

By default, the game binds return key to respawning the vehicle and toggling
UI. Return key is also used to enter events. In default settings the vehicle
respawn bind is apparently shadowed by the ui toggle. Remapping UI toggle
without remapping respawn triggers the bug.
