[Bug 39718] d3d9.dll trick for Fallout 3 no longer working in Steam

Its a bit difficult to say if the incompatibility issue with this replacement
dll is a valid bug, when you don't know if it works on Windows. Based on the
fact that it also still works with older standalone versions, I fear there is
not much we can do.

The main issue (Fallout 3 crashes on Intel graphic cards) might be valid
though. Please provide a new log without replacement dlls or other overrides
installed.

Is there any information available what this dll is supposed to do?
