That was already reported and closed as invalid in bug 36226. According to that
bug report, "The game requires ATI or Nvidia graphics cards" and the minimum
system requirements listed on the Steam store page for Fallout 3 confirm that. 

However, AFAICT the hacked dll originated on Windows and was reported to work 
there  (http://forums.techgage.com/showthread.php?t=5052), so it could be
argued that it should work in Wine, too, if it still works in Windows since
that Steam update.
