100% consistent and reproducible:

Removing the modified d3d9.dll file launches the game but causes a crash a few
seconds later (see Bug 32973). This is 100% consistent and reproducible even on
native Windows. This issue is unrelated to Wine or OS X.

Having the modified d3d9.dll file enabled in the Steam version from Aug 19th or
later causes Fallout 3 to crash instantly when clicking "New", "Continue" or
after loading a save game. It's a different issue and crash than reported in
Bug 32973.

The d3d9 trick works fine with Steam versions before Aug 19th and with the
standalone version (no Steam involved) of Fallout 3. I don't know what happens
in a native Windows setup.
