In case you are using the debian.org packages, there we export
PULSE_LATENCY_MSEC=60 per default. Without being familiar with this topic this
looks to me like the explanation for the small buffer size, as described by
Andrew Eikum in comment #3.

In that case, try something like:
  PULSE_LATENCY_MSEC=160 wine /path/to/your/app

btw: exactly which WINEDEBUG setting did you use?
