I can't reproduce bug 39446, either. I tested with plain Wine 1.8-rc3, in a
clean wineprefix. I have never used the staging branch, and I assure you I know
the difference. I get a login screen. 

Perhaps it is because I installed with SpotifyFullSetup.exe rather than
SpotifySetup.exe.
