I tested this bug in 1.7.35 with the Steam version of the game.

The developer logos (Bethesda, 2K Games) when I start the game can be skipped
only in full-screen mode, but they're unskippable in virtual desktop mode.
The main movie however (when I start a new game) can be skipped either in
full-screen or virtual desktop mode.
