No. This status is not available in Wine Bugzilla by design.

All required fields are already present in the initial bug report form but you
didn't bother to properly read/select/fill them out.

There is information at top of the bug report form ("When reporting a bug...")
which specifically aims to help filling out the report.
Don't tell me you didn't saw that ...

To get reasonable answers *you* have to provide basic information *beforehand*
and not the other way around.

I could guess what "special" likely means (it would be also an explanation for
the unrelated SYSTEM_PROCESSOR_PERFORMANCE_INFORMATION fixme) ... but to be
upfront: the resolution would be the same -> invalid.
