[Bug 37875] Wine Bugzilla Interface doesn't inform enough users about logs

IMO, the most useless bug reports are the "drive-by" ones from the extreme
newbies who actually do post the log captured from Wine's crash dialog, but
little else, and are never heard from again. They are, however, doing exactly
what Wine's crash dialog invited them to do.

We already have detailed instructions on how to file bugs at
http://wiki.winehq.org/Bugs. That page is linked to in step 2 ("Read our Guide
on filing bugs.") on the Bugzilla home page, and it is also the page Wine's
crash dialog links to. 

Since it's on the wiki, if there is anything anyone thinks should be added
and/or rewritten, all they have to do is create a wiki account and make the
changes. Just keep in mind that no matter what you do, there will always be
users who either don't read the instructions, or don't understand them.
