In this context, "WineHQ" would refer to the server infrastructure controlled
by the Wine project. It doesn't make much sense to ask who can represent that
infrastructure, but assuming you meant to ask who's qualified to represent the
Wine project, that would be the comittee consisting of Jeremy White, Alexandre
Julliard, Michael Stefaniuc, Marcus Meissner, and Austin English.

But of course you already knew all that.
