This also happens in newer versions (I have tested RAD Studio XE3 with Wine
1.7.47).

It seems to only affect the welcome page that you get when you start the IDE
without any additional project or source file.

When starting with "bds.exe Dummy.pas" (file with empty contents) the IDE is
usable even without installing msxml3 and ie7 (with XE3).

So this bug seems to be with wine's mshtml and Delphis welcome page.
