You are correct, it might not be a bug at all. When I was looking up errors for
GetSystemTimes I was finding posts about bugs so I guess that's why I posted
about a bug. 

The NVMS-1000 is a software for a DVR system. It allows us to connect to the
dvr device and see the cameras. We are trying to get this particular software
to work on one of the stations running Ubuntu so an employee can just monitor
the cameras in live.

I did notice that this download might be the newer version, so I tried to
uninstall the version that I was using and installed this downloaded version. I
get the same message, but now I get a Microsoft Visual C++ Runtime Library
Runtime Error when starting it. I can tell you that during the installation of
the NVMS-1000 it installs the Microsoft Visual C++ 2008 Redistributable Setup,
Also known as vcredist_x86. 

I have upload an attachment or the errors I get. Take a look.
