I made regression test. Just to clarify
"good" means water is white place.
"bad" means water is transparent as it should be.
So good and bad in this test reverted because 1.7.2 and early has white water.
As well as 1.7.3+
More or less visible water was in several revision between 1.7.2 and 1.7.3.
So I found first commit that developed water
