msi: Various fixes for deferred action handling.

This patch is a bit more complete attempt to fix this issue. Unfortunately I am
not sure how to test this properly, so if someone familiar with msi could help
writing tests, that would be very appreciated. Also, if the patch causes a
regression for a specific installer please report back so I can take a closer
look.
