Ambient sounds in GTA:San Andreas (Steam) can be heard properly since 1.7.42:

Please retest with the current development version (1.7.44) and confirm the
fixed state.

Fedora 21 x86
Alsa 1.0.28 (Pulseaudio is not running)
Audio device: NVIDIA Corporation MCP61 High Definition Audio (rev a2)
