that's bug 36646

I didn't add dependency to bug 36646 here since the problem here is not
present/reproducible for me (OP used an outdated Wine version).

You can work around bug 36646 by manual unwrapping:

Before running the installer make sure you have .NET Framework 2.0 (or
Wine-Mono) and Microsoft Image Mastering API v2 prerequisites installed as
outlined by: https://wudt.codeplex.com

The problem is that an empty catalog file won't work (causing
'wintrust.CryptCATOpen()' failue) hence you need to cheat.
Fortunately if one installed MS .NET Framework 2.0 a valid .cat from that
install can be used:
