But the initial comment talks about an entirely different problem.
Don't do that.

API file (SAPI 4.x) for speech functionality. Windows XP is packaged with a
later version of the speech file (SAPI 5.0). During installation, the Dragon

part of the installation process. However, Windows XP does not have speech.dll

    Double-click the "My Computer" icon.
    Double-click the drive that contains the NaturallySpeaking CD.
    If the installer does not load automatically, double-click SETUP.EXE in the
window that appears.
    Follow the prompts to reinstall NaturallySpeaking.
