No, it's not fixed for me. Now i downloaded currnet Full version of installer:

$ sha1sum -b Shockwave_Installer_v12.2.1.171.exe 
c91dd8fbe9fb783aeae9efe2bde5f0c1da7b017b *Shockwave_Installer_v12.2.1.171.exe


I still get "...err:ntdll:RtlpWaitForCriticalSection...", but it looks like,
that you need to be quick, to successfully install this package.

When the installer opens new pop-up window asking for installation of "Google
Chrome", wait for a while (15 sec) and then uncheck "Include Google Chrome..."
followed by "Next >". I reliably get the deadlock.

If i'm "fast" with unchecking the Google & "Next", then it installs
successfully.
