is the problem still present? I can't reproduce this anymore.
I encountered a failure case once though.
Unfortunately this isn't occurring reliably enough to be able to do proper
debugging.

Looks more like an app bug, a race condition between 'Battle.net Launcher.exe'
and 'Agent.exe' instances (they use shared memory/custom IPC to communicate).
Internal error 2421 propagated from agent instance is unfortunately too generic
to be helpful here (several call sites in agent emit this code).
