Hello folks,

dupe of bug 10365

Nasty one ... took me some good hours to figure out what's going on.
Tracing of MSI doesn't reveal it - you have to debug multiple custom actions in
sequence.

The DRM scheme/license manager installation breaks because some dll instance
data is not reset during runtime of multiple custom actions.

NOTE: The service installation still won't fully work if custom action dlls are
forced to unload in between custom action entry point calls - but that's
another bug ;-)
