The current version available from
http://www.photoscape.org/ps/main/download.php is 3.7; the old version can
still be downloaded from http://www.oldversion.com/windows/photoscape-3-6-3.

I can't reproduce this in 1.7.52. I tested saving both a tif and a png file as
jpg, then opened the saved file in native Gimp. In both cases the jpg saved by
Photoscape appeared perfectly normal. 

Marking fixed. Reopen if this is still an issue for you and you are able to
give exact steps to reproduce.
