I don't know the keyboard code well enough to give a qualified answer here. The
best bet is probably to send the patch to wine-devel for comments, and / or
ping Alexandre about it on IRC.

A few questions that are in my mind about it:

*) What is the magic flag 0x40? The existing code already uses it a couple of
times, so it's not something you added. Still I have no idea what it does.
*) Are there other flags that need to be removed?
