GfWL was removed a year ago from both DoW2 and DoW2:Retribution on Steam.
I can start both games with only native d3dx9_36 installed (Retribution needs
native msvcr80.dll, that's bug #39192).

Please retest in Wine 1.7.50 (or newer) and report back whether or not the
games work for you.
