I tested this with DOSBox SVN r3932, and the game does start and run properly
in it when either RDX2.BAT or RRT.EXE are run from Wine. It will never work
when run from RDX.BAT, because that script explicitly uses the DOSBox version
bundled with the game (0.65), which is way too old to work with Wine. 

I'm marking this upstream, and it is already fixed upstream, but I'm not sure
if this should be closed yet. The current DOSBox release, 0.74, doesn't include
the fix, and I don't know how many distros (if any) are packaging the SVN
version (openSUSE doesn't). OTOH, 0.74 came out in 2010, so this bug might stay
open a very long time if we wait for 0.75 to close it.
