[Bug 27580] First two letters missing from path is "Open With"

The problem is quite simple to reproduce.

wine notepad /etc/passwd

This will result in a message box saying something like:

The file "tc/passwd" does not exist.

Windows notepad will  give:

The file "/etc/passwd" does not exist.
