Situation in 1.7.51 is the same as described in comment 16, but only happens if
you tell the installer to create program icons. If you select "Skip" for that
step, there is no error message or empty Program Manager window at the end.

Trying to run the installed game gets you to bug 11265.

Confirming, revising the summary to reflect what actually happens, and changing
severity to minor, as the game does install.
