DXTC-ARGB converter with fixed DXT3 Alpha for 1.7.51

from your wine directory, run

patch -p1 <
wine-dxt13-to-argb4444-xrgb1555-conversion-dxt3-fixed-alpha-1.7.51.patch

This fixes the alpha problem for trees in Black and White 1 with high quality
textures
