What is this bug about?

I installed text to speech engine before installing the program via winetricks,
I didnt do any other overrides and the program does install and start. It does
complain 

fixme:actctx:parse_depend_manifests Could not find dependent assembly
L"Microsoft.VC80.MFCLOC" (8.0.50608.0)

but lets it start anyway.

If this bug is really about the sapi functions then I think this is actually
