found the culprit:

trace:file:GetShortPathNameA ".\\\\data\\water\\Yellow"
trace:file:GetShortPathNameW L".\\\\data\\water\\Yellow"
trace:file:GetShortPathNameW not found!

this leads to frontend.exe calling landgen.exe without the path to the water
sprites. landgen.exe then simply exits without updating data/land.dat with the
correct paths.
