Oblivion (Steam version) works fine here in 1.9.16.

You are probably missing 32 bit gstreamer. What distro are you on? If it's
Debian, AFAIK it's impossible to install 32 bit gstreamer alongside 64 bit; the
workaround in that case is to disable winegstreamer. If it's some other distro,
make sure you have all the 32 bit gstreamer plugins installed (especially the
"ugly" ones).
