I could be totally wrong, I am not even trying to analyze the bug since many
times it's quite difficult.

Comment 14 includes short trace. And it does include CreateFileW error. 

And there is a recent commit related to it. See bug 41002. It also could be
that the failure has happened already. But it could be worth to test.
