I got the same wine hanging issue using Debian and Wine 1.9.16.
Using Wine 1.8.3 shows the same issue.
All my wine apps are hanging with cpu usage of 100%.

As I was using cups 2.2~rc1-4 from Debian/experimental, I reverted to cups
2.1.4-4 which fixed this wine hanging issue.
