[Bug 41105] Tropico 5 (DX11) starts with only a mouse pointer on a black screen

On Windows it has no effect for Tropico 5. This patch only broked output image
in several games like S.T.A.L.K.E.R. Call of Pripyat (DX10-11). Now there is a
green screen instead of game image.
