I this is a duplicate of other bugs.

Add the registrykey "Software\\Microsoft\\Windows
\\CurrentVersion\\Internet settings\\ ProxyEnable

and the installer starts and finishes just fine.

@Wine-staging: Could this registry-key be added to wine-staging by default?
According to this comment from Hans Leidekker
https://bugs.winehq.org/show_bug.cgi?id=3711#c14 it is really a bug in the
application, so it won`t be accepted in wine, but in wine-staging it will do
not any harm i guess
