The program (and the update) can be downloaded from: 

https://www.logos.com/install3

Installation is a 2 step process and so one will need to follow the
instructions.
See 'Step 1: Installing Libronix DLS' on the above website. 

First install the program minimal framework. 
wine DLSSetup.exe

Second update the program from the Logos server by first copying the file
30gAutoUpdate.lbxupd into the '.wine' directory. 
cp 30gAutoUpdate.lbxupd ~/.wine/dosdevices/c:/Program\ Files/Libronix\
DLS/System/
and run 
wine update.exe 30gAutoUpdate.lbxupd
