By completely uninstalling Wine from my system and then redoing the install
from scratch then restarting Wine, then Wine downloaded the correct version of
Gecko.
using wget http://dl.winehq.org/wine/wine-gecko/2.44/wine_gecko-2.44-x86_64.msi
no longer returned the 404 error. Looks like someone fixed it for me.
